As part of the SALEEM programme, and to reduce the period of clearing shipments at Saudi entry points and ensure correct documentation, the Saudi Standards, Metrology and Quality Organization (SASO) and Saudi Customs have recently launched FASAH system

Fasah is an integrated e-system platform that was launched by TABADUL with the vision of building a bridge between all organizations involved in the import and export process by bringing it under one roof. This platform is a leap towards rapid economic development, and to offer top-notch operational efficiency in logistics services in the KSA region.

The implementation of the Fasah system, under the Vision 2030 initiative, has given way to a digitized and accessible logistics culture. This has created an innovative environment, which allows stakeholders and users to explore new investment opportunities. Furthermore, this will create a permanent space for the Kingdom of Saudi Arabia on the world map for investment, catalyzing economic growth.

FASAH integrates over 25+ entities that play a role in import and export ecosystem. Major players being Ministry of Environment, Agriculture and Water, Saudi Food and Drug Authority, Saudi Customs, Saudi Ports Authority, Ministry of Commerce and Investment, Saudi Automotive Services, Saudi Commotion for Tourism and Heritage, Ministry of Energy, Industry, and Mineral and along many other governmental authorities listed in FASAH website.

SASO and the Saudi Customs have reinforced the interconnection between their systems, SABER and FASAH (the Saudi shipment clearance portal) since July 1st, 2020. With the integration of FASAH and SABER, the product customs clearance will be shortened and will be eased at every entry point at KSA.

The integration of both e-platforms enables beneficiaries automatically verifying the consignment conformity certificate when obtaining the customs declaration. Also, there will be no need for companies to print the SCoC as it will automatically be in the FASAH system. Any shipment to Saudi Arabia that does not have a SCoC will be refused at destination and re-exported at the cost of the importer (who may charges the cost to the exporter/manufacturer).

FASAH offers a range of 50+ online services to a wide range of import and export beneficiaries. Some of the services offered to its customers through the electronic system are mentioned below:

Shipment Tracking System (MASAR): Allows users to track the entire transition process of their shipment. Using the declaration number, users can identify where the shipment is in the transition process, between pick up and destination. Shipment information is accurate, precise and detailed

Fasah Pay: This service, offered on the e-platform, was launched with the aim of digitizing the invoice and payments process. It allows importers, shipping agents, customs brokers, and other such stakeholders, to access the digital aspect of financial trade.

Wasl: Wasl is an e-platform offered by Elm that allows private and government entities to monitor and manage land transport movements in real-time, ensure their safety, and improve land transport quality.. Furthermore, this service enables users to book appointments and pre-reserve trucks, reducing clearance time, waiting time, and manual processes.

Open Data Platform (TABADUL): it allows the users to explore and check all the data related to their imported or exported shipment.

24-hours Clearance Program: This program allows government and private entities to establish customs declaration 48 hours prior to the shipment reaching the port. Furthermore, the process is automated and will enable entities to submit the documents electronically, diminishing the need for paperwork and manual labor.

Ports Services (SANAM):

  • Import and Export Manifest: documents and data can be submitted electronically on the website in addition to in-house uploading of mass data by the users.
  • Import and Export Manifest Data Download: users can download import/export manifest information with latest updates.

And other services, such as license management, import and export online declarations, load permits, delivery order management and customs amendments.
