Overview

The Saudi Arabian Standards Organization (SASO) is now enforcing a technical regulation for degradable plastic products because plastic products have high risks, as they are directly associated with the health and safety of the consumer. Saber product certificate of conformity (PCOC) issuance will shortly depend on exporter’s complying with the TR.

This regulation aims at determination of the specific environmental requirements of the degradable plastic products included in the scope of this regulation, for the sake of preservation of the environment, preservation of the health of human consumers and of animals, and to facilitate market surveillance procedures.

The new regulation stipulates that certain types of disposable plastic products that are made from poly-propylene and poly-ethylene, and have a film thickness of less than or equal to 250microns, must be OXO-biodegradable and bear the below logo:

The regulation not only covers imports, but also prohibits the domestic production and marketing of packaging of this type. Also affected by the required certification are plastics used for transport packaging of the actual materials that are being imported.

Therefore, any imported or locally manufactured products that are wrapped with bubble wrap, cushioning packaging and overwrap plastic should also have the valid OXO -biodegradable logo marked on such wrapping/packaging/cushioning material. The OXO -biodegradable logo shall be durably affixed on the plastic product itself on an ostensible position.

The Saudi customs shall not allow any plastic product included in the regulation that does not hold biodegradable plastic logo to access.

The regulation includes (16) products; mail bags, deposit bags and post parcels, in addition to bags used in packaging bread, nuts and sweets. And there were three phases for the implementation for each phase.

In order to register your products for the SASO OXO -biodegradable logo, an application will need to be made to SASO for each product you need licensing and the products will need to meet all of the requirements set out in SASO Regulation M.A-156-16-03-03.

Requirements of Licensing the Usage of the OXO Logo

SASO shall grant the license to use the Logo if the following terms are fulfilled:

The supplier is officially registered at the official competent authority and having a commercial registration         number.
The product fulfills all conformity assessment procedures that prove meeting all the requirements of                    technical regulations regarding the product safety.
The manufacturer shall have an effective Environment Management System EOS. ISO 14001 certification            fulfills this requirement.
The supplier shall provide the Conformity Declaration.
The supplier shall provide a test report from a registered laboratory.
The manufacturer shall only use the additives licensed by SASO, in products manufacturing. The additives         used for products in contact with food shall be safe for food, according to relevant standards.

Application Procedures to Obtain the License of OXO Logo

A supplier shall follow the following steps to get a license to use the Logo:
  1. Apply to SASO an individual separate application for every product intended to be licensed.
  2. Submit a hard copy of the valid commercial or industrial license issued by a competent authority.
  3. Fill the approved forms of the authority concerned with the product and supply this authority with any other additional documents when requested.
  4. Attach the technical file including test reports proving the product’s conformity with the requirements of this regulation, issued by a registered laboratory. A copy of the laboratory valid accreditation certificate shall be attached. Test reports shall include the following:
    1. Antibiotic Degradation Test Report.
    2. A test report with the results of chemical analysis of residual material and the non- degradable fraction.
    3. A test report of final aero-bio-degradation.
  5. Attach conformity assessment documents which prove that the product meets safety requirements of the relevant Saudi technical regulation.
  6. Provide last year statistical data, for the amounts of local plastic products from the two types: Degradable and non-degradable (in kilograms). SASO shall keep this information confidential.
  7. Validity period of logo usage license for the product shall be one renewable year, provided that the supplier submits a renewal application at least one month before the expiration date.

Terms of Fixing a Logo

  1. The Logo shall only be fixed on licensed products in a clear position at the lower part. In case of bags, Logo shall be fixed on both sides of the bag to be indelible and to occupy 10 – 15 % of total space of both sides. In case of little-sized products that are hard to print on, Logo shall be fixed on the package, after SASO’s approval.
  2. A supplier shall be allowed to announce the license of Logo usage in his commercial transactions to prove that the products are licensed and subject to SASO’s follow-up.
  3. License or Logo shall be used only for the licensed products. A supplier shall be prohibited from using the license or Logo misleadingly or incorrectly in any other way deemed misleading by SASO or the Regulatory Bodies.

Logo placement

The logo should be placed on plastic products at the bottom, in a clear space. The logo should be no smaller than 3 x 4.5 cm and no larger than 4 x 6 cm. For small size products that are difficult to print on, the logo can be placed on the packaging. The logo should be clearly legible and non-erasable.

Violations and Penalties

It is prohibited to manufacture, import, and place on the market, demonstrate in a showroom or even advertise the products which don't conform to the requirements of the Regulation. Non-conformity includes (but is not limited to):

- Incorrect fixation or non-fixation of the logo;
- Lack, unavailability or incompleteness of technical documentation;
- And lack, unavailability or incompleteness or product data or usage guidelines.

In the case of non-conformity, the market surveillance authorities shall take necessary measures to remove the violations and their effects on the market.

OXO-degradable plastics quickly fragment into smaller and smaller pieces, called micro-plastics, but don’t break down at the molecular or polymer level like biodegradable and compostable plastics. The resulting micro-plastics are left in the environment indefinitely until they eventually fully break down.

They are conventional plastic materials with artificial additives that do not biodegrade but merely fragment into small pieces that remain in and potentially harm the environment and endanger recycling and composting.

No, there is no need for a legal representative in Saudi Arabia. However, in case you had importers in Saudi Arabia, you need to provide SASO with their declaration and pay their certificate fees.

Food packaging plastics are included in Technical Regulation for Degradable plastics. As it mentioned on the website, the applicant must provide SASO with declaration from the manufacturer / importer to submit a test report certificate of their plastic product, given by the additives’ importer, and add the additives (degradable material) according to the required ratio, and ensure that the additive is safe for food- contact (does not affect the safety of food) within a maximum period of (6) weeks from registration date. 

Plastics for packaging are included in the regulation and must have SASO’s logo in order to enter Saudi custom and market. Therefore, you need to have the plastic factory –abroad- that you deal with registered at SASO. Please visit our website for more details on how to register external factories.    

 It always depends on the readiness of the manufacturer and the importer. Usually it takes from 14 to 21 working days.

 Each manufacturer need to apply only one application request for many certification. As an external factory, you will apply for all the products that you with to be certified. However, you will also need to apply a certificate for each Saudi importer.

If you are using more than 1 SASO-approved OXO-biodegradable packaging product to package your goods for export to KSA, i.e. box liners and pallet wrap, then you will need to apply for a SASO certificate for each type of product to each Importer.
