Overview

As part of the Kingdom of Saudi Arabia 2030 vision, the Saudi Standards, Metrology and Quality Organization (SASO), has designed the Saudi Product Safety Programme, also known as SALEEM. The objective of this programme is to ensure that the quality and safety regulations of Saudi Arabia are met and that imported products comply with Saudi standards and the technical regulations developed by SASO; thereby protecting the health and safety of consumers, as well as the environment.

To successfully implement SALEEM Program, SASO has launched SABER. An electronic platform that aims to support Saudi importers and local Saudi manufacturers in the process of commercial product registration, certification, distribution, and acquisition of a complete set of paperless office systems for compliance with the Shipment Certificate before being imported to the Saudi market, and assisting importers to release their shipments, by the Saudi Customs, without any delays, or demurrages.

CERTIFICATION PROCESS ON SABER PLATFORM

Account Creation & Product Registration

Importer or SABERSAUDI account managers must create Saber account and check the requirements for the product based on the corresponding HS code and product specific technical regulation.
Some products are not subject to any Saudi technical regulation, which requires filling a supplier declaration of conformity electronic form, as for the regulated products they comply with one of the Saudi technical regulations, like building material, textile, auto spare parts, children toys, telecommunication devices and more.

After identifying the certification requirements, the account manager will be able to register all the products details then submit an application to the appropriate certification body CB based on the product country of origin and the certification body scope of notification.

Product Certification

Product Certification is the process of conformity assessment by SASO accredited certification bodies to certify that a certain product has passed the quality assurance tests and meets SASO's technical regulations.

Type approval certificate of conformity is issued through SABER platform for each regulated product depending on the applicable standard as per the related technical regulation.

Production line-batch approval conformity certificate is a certificate granted to the manufacturer for a specific quantity of production, allowing this quantity to be produced during a certain period.

The product certificate of conformity is valid for one year, and each certificate may contain any number of a family group models; however the manufacturer, brand name and country of origin must be the same.
Saber makes it easier for beneficiaries, whether they were importers or local factory owners, to have access to certification bodies around the world and acquire the products’ required certificate of conformity, certificate of shipment conformity and register them on Saber from the country of origin. This aims at accelerating the entry of these products to the Saudi market, reducing the time needed to complete the product certificate of conformity (PCOC).

Shipment Certification SC

Saber Shipment Certificate of Conformity (SCOC) is required for each consignment, and it includes the products details that have received the product certificate of conformity (PCOC).

In July 1, 2020, Saudi Standards, Metrology and Quality Organization (SASO), has announced that SABER platform will be linked with FASAH platform. To ensure the automatic verification of Shipment Certificates, so there’s no need to present the Shipment Certificate of Conformity (SCOC) to the Saudi customs, as it will automatically be uploaded in FASAH system.

FAQs:

The Saudi importer or the local manufacturer is reasonable for issuing saber certificates, since they will responsible for these items in the Saudi market.

You can check the required certificate for your products via Saber platform, based on KSA Customs Tariff Code or the HS Code.

Saber product certificate of conformity is valid for one year, while, the shipment certificate of conformity is valid for each consignment only.

SASO didn’t set fixed fees for conformity bodies for the certification issuance, but, there are fixed governmental fees called the SADAD.

Product certificate of conformity (PCOC) SADAD is 575SAR.

Shipment certificate of conformity (SCOC) SADAD fees is 402.5SAR.

The duration to issue Saber certificate varies from 2 working days until 10 working days.

Technical documents, such as test reports, quality management certificates, risk assessment reports, specification photo of the products, if available, etc.

Some products such as the lightings, sanitary ware, and telecommunication devices require additional certificates to be imported, such as the EER, WRC, and CITC.
