Route A: for exporters with infrequent shipments (Non registered products)
It involves pre-shipment inspection and pre-shipment testing of products. Physical inspection can be carried out to verify the labeling/marking, storage and other visual verification.
Route B: for regular exporters with homogeneous products (Registered products)
This process involves product testing for compliance and the statement of Product Registration is valid for a year.
► Copy of final invoice is required, pro-forma is acceptable to open the file only, and contain at least the following:
1.Name of the manufacturer and nationality/origin
2.Number of the invoice and date Name of the product
3.Batch number or lot number or production date
► Proof of an implemented Quality Management System (e.g. quality documents, certificates ISO 9001, GMP, ISO 22716, etc…)
► Conformity documents (issued by an ISO/IEC 17025 accredited entity or laboratory)
► Declaration of conformity
► Valid eCosma registration number or notification
► List of ingredients with concentrations (concentrations are only required to verify restricted products content)
First: If the product is attached with a certificate of conformity CoC
Marking on the product’s primary package and on the secondary package shall include the following:
It shall be directly cleared if the above was fulfilled by the inspection.
Second: when a certificate of conformity is not available
Clearance responsible personnel shall withdraw samples from the consignment and send it for the laboratory analysis, to ensure that the product does not contain any prohibited or restricted substances according to the Saudi standards and/or GSO standards for cosmetic products and to verify manufacturer’s marking and the label.
Once SABERSAUDI team receives your request, a dedicated account manager will review your demand, and will check all the necessary documentation and from that, define the scope of needs to proceed with the following:
►Create an account with the Saudi Food and Drug Authority (SFDA) platform.
►Register the cosmetics and perfumery Products on SFDA Electronic System E-Cosma.
►Fill out the declaration of conformity for the exporter / importer.
►Your dedicated account manager will guide you through the needed verifications and will schedule them (testing of samples, inspection and/or audit when required)
►Sending the product E-Cosme registration number and the entire technical documents to the notified body to issue the product certificate (valid for one year).

The certificate of conformity shall be issued by an accredited certification company at the country of origin and shall be attested. In addition, the certificate shall state that the product complies with Saudi standards issued by the Saudi Standards, Metrology and Quality Organization (SASO) and/or GSO Standards.
It is not permitted to import cosmetic products unless the certificate of conformity states that the product complies with SASO standards and/or GSO Standard.
clearance can be made according the letter of classification issued by the Ministry of Health only once , The importer must Apply for classification in SFDA if he want to make sure that the product is subjected to registration or not.
Products that contain one or more substance(s) intended to be used on the outer parts of the human body (such as for skin, hair, nails, lips, teeth etc.). The purpose of these products should be to perfume, protect, condition or change/improve the appearance and/or smell of the body.
